A joint venture of Skanska and Stacy Witbeck has been awarded a USD 2.43bn contract to design and build the 11-stop 6.7-mile (10.72km) southern section of the East San Fernando Valley light rail line linking the Orange bus rapid transit line at Van Nuys to the intersection of Van Nuys Blvd and San Fernando Road. The work includes a depot and workshop, A second phase will see the line extended north by 2.5 miles to Sylmar/San Fernando Metrolink station.  
 
The southern segment is planned to open in 2031 using 34 P3030 LRVs that shoud generate 47 400 passengers/day for public transit. Pacific Electric interurban trolleys ran on Van Nuys until December 1952..
