In May 2024 the Norwegian capital placed a EUR 150M order with CAF for 20 metro trains (with an option for 90 more). The three-car INNEO trains are due for delivery from 2026. In September 2025 reports began to emerge that the city was looking for an alternative supplier for metro trains. Marit Vea, City Commissioner for Environment & Transport stated that following notification from the UN Commissioner for Human Rights, CAF has been added to the database of businesses involved in certain activities in illegal Israeli settlements in the occupied Palestinian territory (CAF is supplying Jerusalem with 114 new trams and is part of the J-Net consortium that has built extensions to the Red Line and is building the planned Green Line. These cross the municipal order into what is regarded as ‘Occupied Palestinian Territory’). 
 
In December 2025 the City Council resolved not to proceed with the options in the CAF contract. The Conservative-Liberal city council, elected in October 2023 already boycotts Israeli products from the West bank. Delivery of the first 20 trains and the associated maintenance will go ahead as per contract.
