After a ceremony on 29 November, that included a performance by the Tallinn Police Orchestra, the 2.5km EUR 55M Old Harbour tram line in the Estonian capital started carrying revenue passengers on 1 December. Line 2 from Kopli to Sour-Paala was diverted over the new Vanasadam line. The 9M passengers/year that arrive on ferries in the Old harbour will have direct access to the new line When construction of Rail Baltica’s Ülemiste terminal is completed next year, the tram line 2 will pass through here to reach the airport. A EUR 36.5M grant towards the EUR 55M cost came from the European Union rehabilitation fund. 
 
The new tramway is part of the strategy for the development of the system to improve the city’s public transport connections and encourage environmentally-friendly modes of passenger movement. TLT board member Kaido Padar commented: 'The opening of the Vanasadama tramway is an important step in the development of public transport in Tallinn. This will significantly improve connectivity between the port and other parts of the city and support the city's sustainability goals. After the completion of Rail Baltic's Ülemiste terminal, tram no. 2 will also run to the airport again. We will continue to work to make daily movements in the city even smoother and faster.
