The South Korean industrial city of Ulsan (population 1.1M) has started preliminary construction of east–west tram line 1, with a length of 10.85km and 15 stops. Estimated cost is SKW 381.4bn and the contractor is Harshen Engineering Corporation. The line will link Taehwagang station in the city centre to the Sink intersection near Ulsan University.

The nine five-section trams from HyundaiRotem will be powered by hydrogen fuel cells, so the line will be built without overhead. Passenger service should be able to start in 2029. Plans are also being made for a north–south 13.5km line 2, with lines 3 and 4 to possibly follow. There are plans for Ulsan to become a terminus on an extended Busan commuter rail Donghae line.
