The Russian city of Volgograd, once known as Stalingrad, awarded an operating concession to a joint-stock company in 2022. 
 
Concessionaire ElektroTransportPlyus has now signed a contract with PK Transportnye Sistemy for the supply of 50 71-911EM Lyonok bogie trams and 12 doubled-ended three-section 71-932 Nevskiy, all for delivery in 2024. 
 
The city is receiving RUR 8bn in regional and federal subsidies to repair and modernise its public transport system over 25 years. 
 
Its 58km of tramway, with 12 lines, including a 17.3km north–south express tramway that is partly in subway, is operated mostly by Tatra T3SU trams, including some ex-Moskva examples. 
 
Tramway operation on the 1524mm-gauge system started in 1913.
