The private company AmeriStarRail put forward its proposal for a city circulator tramway to generate economic growth at a public hearing for the Delaware Department of Transportation Fiscal Year 2025 budget on 15 November. 
 
Wilmington (population 70 750), the home city of President Biden, is the largest city between New York and Washington without a rail transit link to its Amtrak station (on the Northeast Corridor). 
 
AmeriStar rail is proposing the battery electric street cars be operated on a fare-free basis on a two-mile line between Brandywine Zoo, the city centre and the Amtrak station (named after Joseph R. Biden) with a 10-minute service daily. 
 
A second phase would see a Riverfront loop to serve the Frawley Stadium, Chase Center and P+R sites. 
 
Corporate sponsorship and government subsidies would meet operating costs. Wilmington had a first generation streetcar system that was abandoned in April 1939, since when bus transportation has served the city.
